Dorothy Gretchen Steeves was born in Amsterdam and studied law at the University of Leiden. In 1919 she married Rufus Palmer Steeves, an officer in the Canadian Corps, and moved to Vancouver. She was a founding member of the CCF and served as MLA for North Vancouver from 1934 to 1945. Her many interests included civil liberties, international affairs, nuclear disarmament, protection of animals, women's issues, abolition of capital punishment and the Unitarian Church.
